I prefer Blister Hill going to the Flotsam over the Shek, with the reactive world mod installed the Shek get the Hub as well so that gives them Admag, Sqinn, Hub, Bad Teeth, and Stack. 5 cities in total, from a lore standpoint the Shek were having issue's with a declining population so i dont think they would be able to control Blister Hill ...Okran's shield now belongs to UC while Bad Teeth is still owned by Holy Nation. At this point, I think the game is bugged and something is not working as intended, because world states differ from last time and Wiki.
