Lubing the cable usually takes awhile for the speedo to get "good.". If the speedo seems to now be worse, maybe it's the speedo. Did you clean and lube it? The lube you used on the cable is probably just fine for the cable. Finally fixed it by inserting the speedo cable further into the head. Not much, perhaps a sixteenth of an inch. Hope this helps. They usually came with a small tube of golden colored lube. Have no idea what it is though. Here's a ford listing for speedo lube- B 5A-19581-A. Don't know if it is stil available from ford. You can load it up through the entire length of the cable unless you decide to re-route the cable and skip the angle drive, then you have to keep the lube away from the speedo head because it will foul it up.
